FEB. 11th, 2000

Tom Trepes, was going to send up a letter he received in reply to the questions he brought up at the January 24th regular EKW Board Meeting. But nothing yet.

Supt. Art Kenann, the other day, sent a Fax also verifying the facts below, regarding the wavier.

Supt. Al Szepia of the Norwalk-Ontario School District verifies that the information that the DPI had approved a two year wavier that would allow Royall School District bus to come into the Norwalk-Ontario-Wilton School District for the purpose of picking up the Junior and Senior Students. The Norwalk-Ontario Board had agreed earlier that should the wavier be granted that all School Choice Students, approved to attend the Royall School District Schools, would also be allowed to the ride the bus.

The orginal request had been for a four year waiver. However, the Norwalk-Ontario board had voted to have the right to review the wavier at the end of two years.

SO MUCH FOR THIS MORNING -- FEBRARY 11th, 2000.

In yesterdays "Trail Communities Messenger" was an article by editor, Bill Smith, in which he used the above quote from President, Larry Laufenberg, of the Norwalk-Ontario Board

The headlines for the article were: EKW, N-O BOARDS REACH AGREEMENTS. Both Bill Smith, and the party who sent me the report of the meeting (see report below) agreed that there was an underlying desire to work out any differences regarding School Choice, bussing etc in an atmosphere that would be the best for the students in both the districts come July 1st 2000.

Both President, Don Yahnke of the EKW Board and Supt. Keenan denied that there was any letter aimed at recruiting School Choice student to attend Royall School District.

Although I understand that there were members of the Appeal Committee at the meeting. No mention was made of an appeal in the near future. So perhaps we are on our way to a smooth transition of the requested detached area to be attached to the Norwalk-Ontario-Wilton School District in approximatly 147 days from today.

Sure there are going to be people that are going to have difficulty adjusting to the changes. But we must remember that the past few years the situation in the EKW district has been quite disquiting to a lot of us in the EKW district as indicated by the results of the November 2nd 1999 referendum. Perhaps, things could have been worked out and the EKW district held together, but they were not and the people have spoken.

Both boards, to their credit, are proceeding in a friendly way to see that everything is in order come July 1st, 2000 - when the Village of Wilton and most of the old Wilton School District will become the Norwalk-Ontario-Wilton School District and the former EKW district will become the Royall School District.

Let each of us, in the two new emerging school districts, contribute our part to making these two districts among the best educational districts in the State of Wisconsin.

The technology is available. Do we have the will and vision to make it happen?

SO MUCH FOR THIS MORNING -- FEBRARY 4th, 2000.

    THANKS FOR THIS WEEKS SPOTLIGHT

It is not everyday that you are given nearly a page of coverage in the local news media.

Thanks to Bill Smith, editor of the “Trail Communities Messenger” I have now had my moment in the spotlight of this local community. There is an old saying that, “ a man is without honor in his own community” I do not buy into that philosophy entirely but I do think that oft times, local people who have or are contributing to their communities, do not get the thanks or appreciation until their final curtain falls and then their contribution to the community is extolled by friends, and the news media, falling on ears that hear not nor eyes that see not.

In was just a little over two and a half years ago when I had my by-pass heart operation and survived and returned home, I said to my family then, “all people should have this experience of this wonderful outpouring of love and concern I received at that time in the form of letters, cards and phone calls during the time I was in Rochester and recuperating here at home”

For some reason, mankind down through the ages requests and requires recognition by his or her peers. This is very obvious in the entertainment industry, which has numerous occasions to pat each other on the back during award nights through out the year.

I appreciate every pat on the back I can get. Thanks Bill Smith and the community for the article. Even my wife Thema, thought it was a good story and “not a bad picture either" She did say, however, that she only attended County Normal one year, before she began her teaching career, it seems that this was during the war and they were short of teachers and so waived the two year requirement. Okay, now the record is corrected.

    JANUARY 27th 2000

TODAY'S UPDATE ON FACTS,FICTION AND RUMORS.

As indicated above a FACT of yesterdays report was that the Norwalk-Ontario board had recinded their ealier school choice formula and would be having a meeting with the EKW Board regarding that matter soon. A notice from Supt. Szepi above announces said meeting for next Monday nite at the Royall High in Elroy. This should elicite some interesting discussion.

In the RUMORS field: I had a telephone conersation with, Lee Wyttenbach of Kendall regarding the APPEAL that is in the process of being presented to the district in respect the November 2nd. 1999 referendum.

First Mr. Wyttenbach wanted to make it clear that although he was lending both his moral and financial support to the cause of the APPEAL that he was in no way bankrolling it.

"Whether they have the money in hand at this time I would not know, although I do not see there would be a problem." Wyttenback said.

So what is the basis of the APPEAL? "The lawyer is working on it and should have a statement soon and I will leave that up to them to convey to you.

Q: "So if the APPEAL is successful and the referendum is overturned, then we are back to line one as the district was prior to November 2nd 1999. What does your group propose then for the district?

Mr.Wyttenbach, "At this time we have not given it much thought. But I do not feel that we can take 180 students out of the district and still be able to have a viable district that can give the kind of education we would like for that district"

Mr. Wyttenbach, was not able to understand why the 3 site configuration was dropped and never pursued after being made a motion by Doug McCracken and approved by the Board back in March of 1999 and subsquently tabled at the following Board meeting.

Mr. Wyttenbach, agreed that politics played a large part in the referendum acceptance last November, that it was the vote of Elroy people that provided the necessary votes to make possible the detachment. Yes, he believes that there are people who have changed their minds and would not support another detachment vote. "We will just have to see what happens with the APPEAL"

Thanks Mr. Wyttenbach, for the intereview.

    RUMORS:

  • The APPEAL TRIO, (Madden, Wyttenbach & Bever) have $2,500.00 committment needed to proceed with appeal. They have 30 days. I will try to follow up on this right away.

  • A reported LETTER is being sent out to parents encouraging them to apply for school choice and send their children to the THE ROYALL SCHOOL DISTRICT next year. More information as soon as it is available.

ANYONE WHO HAS ANY FACTS OR RUMORS, LET ME KNOW AND I WILL FOLLOW UP ON THEM.

    MY THOUGHTS

    by Bill Weber

This is the first indication, that this reporter has had, that there was any thought of trying to overturn the referendum results. Where are the voters who would be willing to go through another referendum, based on a slight technicality of recording the action of the school districts involved? Sure there are people who were not pleased with the result of the referendum, in fact one might say flabbergasted that the vote was so much in favor of detachment. But what evidence have the aggrieved to show that the attachment to Norwalk-Ontario was such a bad deal and that we must again go to referendum to have it overturned. Or that the State would set aside the referendum results because of a minor technicality, which can even at this point in time still be rectified.

Give us a break folks! Even if there is a minor technical error or if there is an successful appeal to overturn the results of the referendum, what can really be gained? For two months now the school districts have been working and planning on how to make a friendly transition. What is to be gained by returning the district to its former angry, shouting, and frustrated self, when most of it's voters are in favor of the results of last Novembers referendum?
